When this sample is useful

Use it when your notice is about the same kind of dispute as this title. It is a fictional letter. It does not report a hearing and it does not guarantee that a board will waive a fine.

What to customize

Replace the name, address, dates, amounts, rule numbers, and every fact that is not true of your property. If the sample mentions a cure period or a fine schedule, quote your declaration instead.

What to attach

Attach the notice, the rule it cites, dated photos or receipts, and proof of how you send the letter. Do not attach this sample page.

Common mistakes

Sending the sample unchanged. Citing a statute from a different state. Treating a fictional hearing date as a real deadline. Asking the board to treat this website as legal advice.

Dear Committee:

I appeal pet fine P-44 for an unleashed dog on August 12, 2026. The names in this sample are fictional.

Please send the pet rule you applied, the photo or incident note, and the fine schedule in effect that day.

If the dispute is about an assistance animal, do not copy this letter. Get advice before you describe a disability or refuse an accommodation. This sample does not do either.

I ask the committee to identify the section that sets the leash rule and to say whether a warning was required by the rules before a fine.

Please reply in writing. This letter does not claim the fine was cancelled.
